London’s Ultra Low Emission Zone (ULEZ) was introduced to reduce air pollution by charging
drivers of higher-emission vehicles. Recognising the additional mobility needs of disabled
people, the scheme has included temporary exemptions, often called “grace periods”, for
certain vehicles which include wheelchair accessible minibuses and any vehicle registered as
a disabled vehicle. However, significant changes are due to take effect in 2027.
Currently, vehicles registered under the ‘disabled’ or ‘disabled passenger vehicle’ tax class
are exempt from ULEZ charges, even if they do not meet emissions standards. This
exemption also applies to many wheelchair-accessible vehicles such as minibuses, provided
they are registered with Transport for London (TfL).
These provisions are not permanent. The key change is that most of these exemptions will
end on the 24 th October, 2027. After this date, disabled vehicles that do not meet ULEZ
emissions standards will generally be required to pay the daily charge, currently £12.50, just
like any other non-compliant vehicle. Note, this does not affect wheelchair accessible
vehicles that are already ULEZ compliant.
This change is expected to have several impacts. Firstly, care operators who rely on older or
specially adapted vehicles, often more expensive or difficult to replace, may face new
financial burdens. Secondly, it may create practical challenges, as not all adapted vehicles
can be easily upgraded or replaced with compliant models.
To mitigate this, TfL and the Mayor of London have introduced support measures, including
scrappage schemes and grants to help the transition to compliant vehicles. These schemes
aim to offset costs by providing funding for vehicle replacement, retrofitting, or alternative
transport options.
In conclusion, the 2027 ULEZ changes represent a transition from temporary protection to
full enforcement. Whilst the policy supports environmental goals, it places increased
responsibility on disabled vehicle owners to ensure compliance. The effectiveness of
financial support schemes will be crucial in determining how manageable this transition is
for those most affected.
